LALB Attorney Anna Dow for what he
deems an improper reimbursement for her
attendance at a NALLOA Conference
Without LALB Approval. LALB Vice Chairman James Sims responds
by accusing Phillips of engaging in "after-the-fact
witch hunts."

President (& then-LALB Member) Rev. Freddie Phillips seeks further
explanation for
$450 Dow
billing pertaining to August 2009 meeting with
Louisiana Inspector
General's Office after he made observation of the charge
itemized on Dow's invoice as "meet with auditor." Rev. Phillips
contended the Board was NOT provided with
sufficient elaboration
on what all was discussed with the IG's Office that would have
justified
a 3-hour billing ($150/hour x 3 hours = $450).
