LALB continues its discussion of negotiations with the
Louisiana Used Motor Vehicle Commission (LUMVC)
Vice Chairman
James Sims indicates he
will
reluctantly go along with the
proposal
but relays auctioneers
in his
area aren't happy with it and that they
fault former LALB Chairmen Delmar "Buster" Gay and
Ken
Comer
in providing little to no resistance to the present
interagency agreement between the LALB & LUMVC.

In sharp contrast to the November 5, 2013 discussion
of the Louisiana Used Motor Commission, the preceding discussion is
quite
somber. Of the two loudest members from November 5, 2013 (see below),
Hal McMillin was
absent and
Vice Chairman
James Sims sounded like a
beaten-down puppy for the entire meeting!!
Perhaps the LALB's bark
once again proved far louder that its associated bite!
Chairman Steinkamp
concludes by saying, "We'll be having discussions, not a war."

below sure seemed to depict a war by any objective definition!!
NOTE: As a courtesy, LAPA Vice President Robert Burns made a cameo appearance at the LUMVC meeting of January 27, 2014 to observe any discussion of the agenda item entitled "Discussion of Meeting with LALB Member Jeff Henderson." The discussion lasted less than two minutes with LUMVC Executive Director Derek Parnell merely relaying that Mr. Henderson, Ms. Dow, and others should meet within the next two weeks to go over this Interagency Agreement which Ms. Dow had provided to Mr. Henderson at the above link. Chairman John Poteet (who is a licensed auctioneer) asked to be included in the meeting, and Mr. Parnell indicated that would be fine.
As Vice President of LAPA, I'm going to make a personal statement about my observations of the LUMVC. The difference in the manner in which the LUMVC conducts its meetings and that of the LALB is like night and day. I can't even begin to explain how refreshing it was to see that a Commission can conduct itself in such a PROFESSIONAL manner!! I might also add that, in sharp contrast to the secrecy of LALB meetings and INCREDIBLE resistance to transparency, the LUMVC actually posts VERBATIM TRANSCRIPTS as its Minutes on the Boards and Commissions' website. Furthermore, the Commission's webpage has a Commissioners Page which even includes the PERSONAL email addresses of the Members! THAT is a prime example of transparency and building public trust, and the LALB can certainly take a cue from the LUMVC if it ever wishes to improve its public image which, at present, can't sink much lower than it is!!

LALB indicates it is fully prepared to go to
the 2014 Legislature and alter Used Motor Vehicle Statutes
to create a
situation that "favors us, not them."
Vice Chairman James Sims: "Auctioneer
should not need two damn licenses to sell, period!"
Vice Chairman
James Sims: "Louisiana is notorious for this
motor vehicle CRAP and it was all stirred up
by
a used car dealer
in Shreveport and one in Monroe!"
Vice Chairman James Sims:
"You're not listening to me Anna [Board Attorney].......
I don't want to go to Motor Vehicles and buy a damn
license!"
Vice Chairman James Sims: "This time, it's going
to be done in our favor, not theirs."
Board Member Hal McMillin:
"We are the auction Board! We TELL them (Used
Motor Vehicle Commission) what we want. We don't ASK them!"

Auctioneer Barbara
Bonnette discusses her frustration at the
Louisiana Used Motor Vehicle Commission (LUMVC)
requiring both a auto dealer's license and a
separately-issued auction license issued by them
in order to auction
automobiles. The LALB appears quite sympathetic to her complaint and
commits to do anything it can with the LUMVC to alleviate the situation.

LALB discusses request of auctioneer Barbara Bonnette that the Louisiana Used Motor Vehicle Commission's
practice of
requiring a separate auction license
(issued by the LUMVC) at a cost of $400 be investigated. Board Member Hal McMillin takes exception to
Ms. Bonnette
not being present to present her issues and instead they are
being presented by Executive Assistant Sandy Edmonds on Ms. Bonnette's behalf.
