LALB discusses NALLOA travel for Sandy Edmonds and LAPA Vice President Robert
Burns expresses his dismay that no LALB auctioneer wants to take
the initiative to attend the NAA / NALLOA convention
, yet Rev. Freddie Lee
Phillips sought to attend and, when he asked for an agenda item to be
added on May 4, 2016, he received a phone call from Gov. Edwards' head
of Boards and Commissions, Ellen Palmintier, THE NEXT DAY, Thursday,
May 5, 2016, informing him that his LALB appointment had been
rescinded by Gov. Edwards

 LAPA Vice President Robert Burns emphasizes his steadfast resolve to obtain the LALB's check register for FYE 6/30/13.

Under threat of Writ of Mandamus by Mr. Burns, the LALB caved the next day and provided the
CHECK REGISTER.

Page 24, Check # 7393, Clearing on 6/13/13:  LALB WITHOUT ANY SCRUTINY or VOTE, issues check for an UNSPECIFIED
person to attend 2013 NAA Convention.  Historically, Board has approved and scrutinized prospective attendees:

Delmar "Buster" Gay (former long-time LALB Chairman and former long-time LAA President):

"We're kind of careful who we send to the convention....Don't want anyone who would be an embarrassment attending."

Tessa Steinkamp (CURRENT LALB Chairman):

"Freddie, I wouldn't want you to represent this Board."

Suddenly, someone is held in such high esteem that neither public scrutiny nor public Board approval is necessary
for that person's NAA Conference attendance.  Just issue the check, and off that person goes!!!!!  Wonder who that individual may be??????

LAPA Vice President Robert Burns, from 3:06 - 3:49, discusses eligible Board Members for
attending the NAA or NALLOA convention.  Burns referenced  the 2002 LALB Minutes Outlining the Legislative Auditor Directive which
clearly indicated ONLY officers of the Board could attend at Board expense and that they MUST be attending the convention
in their official capacities. 

 


 Notwithstanding LAPA's Burns having just relayed that the Legislative Auditor mandated what's referenced above,
Board Attorney Anna Dow indicates LALB can merely vote to send anyone as a "substitute" for an officer,
 and Ms. Steinkamp defends past years of voting for entire Board to attend.
  Burns reiterates what LAO has relayed regarding the matter.
