 Board "Rules" for Conducting Meetings

September 1, 2015:

LALB Executive Assistant Sandy Edmonds' efforts to implement a rule to shut
down video equipment left unmanned during an LALB meeting blow up in her face!

March 19, 2012:

Despite LALB Board Member Hal McMillin saying (see 1/23/12 video below), "I don't want to see us have to make a motion
to permit Mr. Burns to use an electrical outlet to videotape the meetings,"
his colleagues, over his
objection, forces LAPA to disconnect its videotaping of the meeting in refusing to grant them
access to a mere electrical outlet!!
It's interesting to note that, subsequent to this mandated
blackout, the Board commenced to discuss New Orleans Auction Galleries bankruptcy,
which employs Chairman Steinkamp
(see first audio (video blackout meant no video) on this page) as well
as the damming Legislative Auditor Report regarding criticism of the Board's payroll practices
(see first auction (video blackout meant no video) on this page).

January 23, 2012:

LALB Member Hal McMillan
urges his fellow Board Members not to sweat "small stuff"
(e.g. use of tripods or an electrical outlet) regarding the proposed "Board rules, "which centered on efforts
to constrain videotaping of meetings.
Member McMillin consistently served as the
only LALB Member not to oppose absurd constraints on videotaping being
crammed down the public's throat by his colleagues
.

LAPA President Rev. Freddie Phillips
objects to ban on one-leg tripods ("small stuff" to which
Member McMillin referenced) to videotape meetings.

September 19, 2011:

In one of the most embarrassing LALB video clips LAPA has one file,
the LALB shows how dogmatic and utterly absurd it intends to be regarding
suppressing transparency
by proposing this set of "Board Meeting Rules."

Note how many of the rules are geared toward obstructing meeting videotaping!!

Citing "heartburn" over the proposed rules referenced above (and a lack of being provided
with them beforehand), Board Member Hal McMillin proposes tabling the rules until the November, 2011 meeting
.
Meanwhile Board Vice Chairman James Sims, despite relaying in the first video above that he
"doesn't like being videotaped in meetings," nevertheless proposes that the Board itself begin videotaping meetings
.
